Why Stronger Controls Let Carriers Deploy AI Faster

Most carriers assume governance slows AI adoption. The ones deploying fastest figured out the opposite.

At a recent CIO workshop in New York, focused on the NAIC AI pilot and its implications for carrier operations, one theme dominated the room: the carriers that have the clearest governance frameworks aren't the ones falling behind on AI. They're the ones scaling it.

The pattern is counterintuitive until you see why it works.

The Real Bottleneck Isn't Regulation - It's Ambiguity

What actually slows a carrier down isn't a compliance requirement or a regulatory filing. It's when every new AI use case turns into an open-ended debate about risk, ownership, data provenance, customer impact, and who is accountable if something goes wrong.

If those questions are unresolved, every deployment becomes bespoke. Legal reviews start from scratch. IT security runs a new assessment. Operations leadership hedges. The pilot runs for 14 months and never reaches production.

Carriers without governance infrastructure don't move cautiously. They move in circles.

The Three-Pillar Framework

The carriers deploying AI into production - not running perpetual pilots - have standardized their approach around three pillars.

Pillar 1: Inventory

A real inventory of AI systems across underwriting, claims, servicing, fraud, and operations. Not a spreadsheet someone fills out once a year. A living record of where AI is being used, what data it touches, what decisions it influences, and what risk tier each use case falls into.

Most carriers can't produce this today. They have AI embedded in vendor tools, in custom models, in third-party analytics platforms, and in experimental projects that never got decommissioned. The first step toward governance is knowing what you're governing.

Pillar 2: Governance Model

A governance model that assigns ownership, defines escalation paths, and distinguishes lower-risk from higher-risk use cases. This is the structure that eliminates the per-deployment debate.

A chatbot that answers FAQ questions about claims status is a different risk tier than an AI agent that executes FNOL intake and triggers downstream workflows. The governance model should reflect that. Lower-risk use cases should have a streamlined approval path. Higher-risk use cases should have defined oversight, testing requirements, and human-in-the-loop checkpoints.

When this structure exists, teams don't need to relitigate the same questions every time. They classify the use case, follow the path, and deploy.

Pillar 3: Evidence

This is where most carriers are weakest. They have policies. They don't have evidence.

The NAIC AI pilot is effectively asking: can you show us where AI is being used, which use cases are higher risk, how those systems are governed, what data they rely on, and what evidence you have that the controls actually work?

Evidence means audit trails. Testing records. Model documentation. Decision traceability. The ability to reconstruct why a specific decision was made on a specific claim for a specific policyholder, months after the fact.

Regulators will care much less about what your standards say and much more about whether you can demonstrate that those standards are being followed in production. Policy is the starting line. Evidence is the finish line.

Why This Accelerates Deployment

Here's the mechanism that makes the paradox work.

Without these three pillars, a carrier that wants to deploy AI on a new claims workflow needs to: convene a cross-functional meeting, determine who owns the risk, figure out what compliance applies, argue about whether the use case is high-risk, decide on a testing approach, design an audit mechanism, and get sign-off from legal, IT, operations, and compliance. Separately. For each use case.

With these three pillars, the same carrier classifies the use case against the existing risk taxonomy, follows the established governance path for that tier, deploys into a platform that already maintains audit trails and decision traceability, and provides evidence to any stakeholder who asks.

The first approach takes 6-18 months per use case. The second takes weeks.

That's the paradox resolved: governance doesn't slow you down because the alternative to governance isn't speed. The alternative to governance is ambiguity. And ambiguity is slower than any compliance process.

Glass Box, Not Black Box

The governance framework only works if the underlying AI system supports it. A black box model - where you can't reconstruct how a decision was made - doesn't fail the explainability test. It fails the evidence test.

In regulated industries, explainability isn't a UX feature. It's part of the control environment. If you can't show an auditor, a regulator, or an internal compliance team the sequence of inputs, reasoning, and actions that led to a specific outcome, you don't have production-grade AI. You have automation theater.
